·北京推旧车淘汰补贴 国Ⅲ满六年纳入范畴

    从今年开始，享受老旧车淘汰补贴政策的不再仅仅是国Ⅰ和国Ⅱ车辆，40万辆刚刚满足年限的国Ⅲ车辆也将纳入淘汰更新奖励范围。昨天，记者从市环保局了解到，今年北京将继续实施老旧车淘汰补贴奖励政策。根据计划，补贴奖励政策将延续至今年年底。

　　国Ⅲ满6年纳入补贴范畴

　　2011年8月1日，北京发布实施《促进老旧机动车淘汰更新方案》。方案规定，使用6年及以上且未达到现行国家第四阶段排放标准的载客汽车、载货汽车和专项作业车（不含黄标车）的老旧机动车车主，转出和报废老旧机动车可享受政府补助，购买进入交易办理平台的新车还可得到企业奖励。

　　“此前淘汰的都是国Ⅰ、国Ⅱ车辆，国Ⅲ车辆进入淘汰补贴范畴，是今年老旧机动车淘汰补贴工作的新特点。”北京市环保局机动车排放管理处副处长臧远伟表示，北京2006年开始实施国Ⅲ排放标准，到今年，当年的那批新车正好满6年。

　　老旧车转出将越来越难

　　北京市环保局数据显示，今年一季度，全市共完成淘汰老旧机动车7.15万辆，其中申请政府补助5.3万辆，通过审核4.97万辆。

　　据介绍，车主选择的老旧车淘汰方式多以转出为主。但目前，老旧车转出变得越来越难。据了解，目前北京周边已有80多个城市对二手车转入提高年限或环保标准要求，转出距离和物流成本进一步增加。

　　臧远伟表示，根据计划，老旧车淘汰补贴奖励政策将于今年年底结束，因此有淘汰意愿的车主应抓紧实施淘汰更新车辆。

　　据介绍，下一步，市环保局将与交管、交通、城管等部门加强沟通，深化严查尾气超标车辆联勤联动专项行动，春季严查施工机械和渣土车。
