Cao Xianghong analyzed that the crude oil resources of China's newly-built oil refining and petrochemical projects are almost entirely dependent on imports, and that international oil resources are also becoming increasingly tense. China's large-scale refining plants that are planned to be built before and after 2010 are likely to suffer crude oil shortages in 15 years time. The world's supply of crude oil resources will continue to deteriorate, and new large-scale refineries will be severely constrained if they do not consider the flexibility of processing crude oil and the integration of refining and chemical industries. The growth of refining capacity in the future will be mainly used to meet the demand for vehicle fuel, which will become more and more prominent with the increase in demand for chemical raw materials. With the increasing demand for environmental protection, China's petrochemical companies are also facing tremendous pressure for product upgrades and cleaner production. In addition, the ethylene production capacity in the Middle East will reach 27 million tons in 2010, of which 80% of the equipment is based on cheap natural gas by-product ethane and light hydrocarbons as raw materials, which is a huge challenge for China's ethylene with naphtha as raw material.
Cao Xianghong proposed that the newly-built project must first analyze the competitiveness of the planned project in a concrete and comprehensive manner, and prevent the blind pursuit of a single-series large-scale project scale. For example, a large-scale polyolefin device is competitive when the product variety number is relatively small, but small and medium-sized polyolefin devices have more advantages in responding flexibly to market demands and adjusting brand names in a timely manner. Secondly, planning large-scale refinery petrochemical projects must implement crude oil supply. You can try to establish strategic partnerships with crude oil suppliers, sign long-term supply contracts, and absorb crude oil suppliers to invest in refining projects. Coal-to-methanol and dimethyl ether are used as alternative fuels for vehicles.
