According to the "National Natural Science Foundation Project Fund Management Measures" promulgated and revised in 2015 on the management requirements for cost compensation projects, prior to the meeting review, the fund commissioned the Ministry of Science and Technology Evaluation Center to participate in the 2015 review of all free applications Major scientific research instrument development projects have been evaluated according to the principles of “target relevance, policy conformity, and economic rationalityâ€.
The number of major scientific research project review meetings held this year was ahead of the previous two years, and the number of free application projects has also declined. The total number of national major instrument development projects (free applications) received a total of 588 applications, after preliminary review and communication review, A total of 115 projects were recommended by the various scientific departments for review. The meeting was divided into three groups and a total of 65 experts participated in the review. On the basis of fully hearing the reports and discussions of project applicants, the review experts have carefully reviewed and voted by secret ballot to select 85 proposals for funding projects. It is recommended that the funded project be submitted to the committee meeting for approval after the budget review.
In addition to free applications each year, the national category of major scientific research instrument development projects also provides opportunities for large-scale research projects for instrument and meter companies, universities and research institutes. On January 22 this year, the Department of Science and Technology of the Ministry of Education organized and launched the 2016 annual project recommendation. It is recommended that the national major scientific research instrument development projects be oriented only to scientific frontiers and national needs, promote scientific development, and open up the development of original research instruments and equipment that play an important role in the research field. It is hoped that breakthrough or integrated innovation of key core technologies will be used to develop new scientific research instruments and equipment for discovering new phenomena, revealing new laws, verifying new principles, and acquiring new data. The cost of the recommended projects requires more than 10 million yuan.
