The national seawater desalination conference organized by the National Development and Reform Commission was held in Hangzhou, Zhejiang Province. The meeting focused on publicizing and implementing the "Opinions of the General Office of the State Council on Accelerating the Development of Desalination Industry", summarizing the situation of China's seawater desalination industry development since the Eleventh Five-Year Plan, and studying the relevant work for the deployment of the "12th Five-Year Plan" desalination industry. Comrades from the development and reform system of 28 provinces, autonomous regions, municipalities directly under the Central Government, and cities under separate planning, as well as relevant ministries and commissions, industry associations, companies, research institutes, university representatives and experts attended the meeting. The conference was actively supported by the active participation of the Ministry of Science and Technology, the Ministry of Finance, the Ministry of Environmental Protection, the Ministry of Housing and Urban-Rural Development, the Ministry of Water Resources, the General Administration of Quality Supervision, Inspection and Quarantine, the China Banking Regulatory Commission, the Energy Bureau, and the Oceanic Administration.

China is a country lacking fresh water resources, and its per capita water resources are low, and its spatial and temporal distribution is uneven. Desalination is an incremental water resource technology and an important supplement and strategic reserve for water resources. The development of seawater desalination industry is of great significance to alleviating the shortage of water resources in coastal water shortage areas and islands, promoting the use of brackish and brackish water in central and western regions, optimizing the use of water structures, and ensuring the sustainable use of water resources, which is conducive to fostering new ones. The economic growth point promotes the change of development mode.

Since the "Eleventh Five-Year Plan", China's desalination industry has developed rapidly and has achieved encouraging results. The key technologies for seawater desalination have made breakthroughs; the design, manufacture and assembly capabilities of seawater desalination equipment and complete sets of equipment have become a foundation; seawater desalination engineering design, construction and operation management have accumulated certain experience and can undertake large-scale desalination projects on their own initiative. The relevant policies, regulations and standards for seawater desalination were gradually established and improved, and a good government-guided, market-driven atmosphere was basically established; the capacity of seawater desalination plants in China increased from less than 50,000 cubic meters per day in 2005 to 660,000 cubic meters in the current period. The cost of seawater desalination has been gradually reduced, and the current cost has dropped to 5-6 yuan/cubic meter, which has a certain market competitiveness. Of course, compared with advanced countries, the development of seawater desalination industry in China is still not perfect, and there is still a certain gap.

At the meeting, Xie Zhenhua, deputy director of the National Development and Reform Commission, emphasized that in order to fully understand the importance and urgency of developing a desalination industry, it is necessary to clarify the strategic positioning of seawater desalination, conscientiously implement the spirit of No. 13 document of the State Council, and complete the “Opinions”. The various tasks proposed will achieve the development goals of the desalination industry in the “Twelfth Five-Year Plan”.

The objectives of the development of the desalination industry in China during the “Twelfth Five-Year Plan” are: desalination capacity will reach 2.2-2.6 million cubic meters per day; the self-innovation rate of desalinated raw materials and equipment manufacturing will exceed 70%; and a more complete desalination industry chain will be established. The key technologies, equipment, and material R&D and manufacturing capabilities have reached the international advanced level.

Xie Zhenhua said that the development of seawater desalination industry should focus on the following six aspects: First, strengthen overall planning and promote the orderly development of desalination industry; Second, strengthen pilot demonstrations and build a complete industrial chain; Third, establish industrial alliances, build technology Equipment support system; Fourth, implementation of incentive policies to help the healthy development of the industry; Fifth, to speed up the improvement of the corresponding standards, strengthen government supervision and encouragement; Sixth, do a good job of comprehensive coordination, guidance and promotion of related work.

At the meeting, academicians and experts made reports on desalination technology and industry progress, and local development and reform departments, research institutes, and business representatives exchanged ideas. During the conference, an exhibition on seawater desalination was also held to display the achievements made since China’s “Eleventh Five-Year Plan” and to look into the development of the desalination industry during the “Twelfth Five-Year Plan”.
