A few days ago, the Beijing-Tianjin-Hebei joint effort to reduce coal consumption and reduce pollutant emissions has begun. According to the relevant agreement, this year, Beijing will allocate 210 million yuan of special funds to Langfang for the treatment of coal-fired boilers. It is estimated that coal consumption in Langfang City can be reduced by about 400,000 tons.
The transformation and elimination of coal-fired boilers is an effective way to reduce the emission of atmospheric pollutants. To improve the Beijing-Tianjin-Hebei region's air quality, Beijing must not only transform and eliminate local coal-fired boilers, but also join hands with the surrounding regions to establish inter-city linkage models through joint funding, technical cooperation, and sharing of experience to jointly control pollution. The "Beijing Municipal Environmental Protection Bureau and Langfang Municipal People's Government's Agreement on Enhancing Air Pollution Joint Prevention, Control and Cooperation" signed in June this year is an important part of the Beijing-Tianjin-Hebei 2015-2017 three-year air pollution action plan.
Since 2014, Beijing, Tianjin, and Hebei have reduced 20 million tons of coal burning. The National Development and Reform Commission and the Energy Bureau coordinated the efforts of all parties and added 3.44 billion cubic meters of natural gas to the Beijing-Tianjin-Hebei region to support the “coal to gas†project. By 2017, 83 million tons of coal will be cut in the region. At present, 230 million yuan of funds have been put in place. Every boiler needs funds to be allocated. Tension construction is under way to ensure that all the boilers are completed before the heating period.
