The "Regulations" clearly stipulates the establishment of over-limit inspection sites, the supervision and inspection responsibilities of highway management agencies for over-limit transportation, and the standardization of law enforcement, as well as the prohibition and evasion of over-limit inspections.

The fourth is to increase the penalties for violations of violations of the law to ensure that all regulations can be effectively complied with.
