[China Meter Network Conference Report] The China Metrology Association held a new session of the China National Metrology Industry WTO/TBT Notification Coordination Committee and various measurement instrument expert group meetings on September 2, 2014 in Beijing.
The director of the WTO/TBT notification coordination committee was chaired by Wang Shunan, the secretary general of the China Metrology Association; the deputy director was Li Chunqin, vice chairman of the China Metrology Association, and the president of the Metrology and Technology Research Institute of 12 provinces (municipalities); Ningbo Water Meter Co., Ltd. Yao Ling, technical director and professor-level senior engineer, has served as a member of the WTO/TBT Coordinating Committee and head of the Water Meter Expert Group. The other members of the water meter expert group are Li Hongwei, a full-time deputy secretary general of the China Metering Association's Water Metering Working Committee, and Lin Zhiliang, a senior engineer of Ningbo Donghai Group Co., Ltd., and Ma Jun, deputy director of the Ningbo Institute of Metrology and Measurement.
It is of great practical significance to do a good job of reviewing the WTO/TBT notifications of the metrology industry in the country and to effectively respond to foreign technical barriers to trade and promote the export of measuring instruments in China.
The harmonization work of the WTO/TBT notification is to conduct a technical review of newly released foreign intellectual property, standards, and other documentary content, and to inform relevant countries of new domestic standards and intellectual property rights, so as to avoid the appearance of technical trade barriers and obstructed product exports. Etc. Therefore, the establishment of a coordinating committee for the metrology industry in the country and an expert group for measuring instruments are all necessary to promote the technical progress of China's metrology products, intellectual property protection, and participation in global competition.
TBT (Technical Barriers to Trade) refers to technical barriers to trade, which refers to a country or a regional organization that maintains its basic safety, protects human and animal and plant life and health and safety, protects the environment, prevents fraud, and ensures product quality. It is reported that since the establishment of the AQSIQ for 13 years, it has actively fulfilled its international obligations and participated in international cooperation to jointly resolve trade disputes and maintain quality and safety. It has signed 1,023 quality inspection cooperation documents with more than 100 countries and regions and established 40 high-level bilateral cooperation consultation mechanisms. In particular, it established a quality inspection law, regulations, standards, and conformity assessment system that are basically compatible with the WTO rules. It has cumulatively notified the WTO of 1070 Chinese TBT measures and 686 SPS measures, and reviewed 4890 foreign technical trade measures.
