Significant progress has been made in the record filing system of the NVOCCs, which have attracted much attention. Recently, the Ministry of Transport issued an announcement saying that starting from October 1, 2010, China officially implemented a filing system for non-vessel shipping operators. The relevant person in charge of the Ministry of Water Transport stated that this system, together with the filing system for international container liners that has been implemented for more than one year, forms a complete market monitoring chain.
According to the ministry’s announcement, the filing system will take effect on October 1 and the transition period will take 60 days. NVOCCs should record the range of ocean freight (Ocean Freight) for exporting containerized goods from China's ports to foreign base ports, that is, the upper and lower limits for external quotation. The rate of tariffs filed should be normal and reasonable, and higher than the agreed freight rates with liner companies. Non-vessel carriers may determine their own rates of change, and shall file them in accordance with the format of the Shanghai Shipping Exchange that has been approved by the Ministry of Transport. NVOCCs may adjust their tariff rates on their own, and the published tariff rates for filing will be effective on the 30th day after the date of acceptance. However, the rate of tariffs for the first time after the entry into force of the Measures shall become effective on the date of acceptance.

NVOCCs are required to provide services at normal and reasonable rates, and it is prohibited to use “zero freight†and “negative freight†methods to carry goods.
